Full Job Description
Dwell Orphan Care seeks to hire a Director of Programs to empower the mission of equipping, empowering, and encouraging foster, adoptive, and kinship families so that children from hard places have a safe, loving, forever home in which to dwell. The Director of Programs provides leadership to program staff, fosters strong community and partner relationships, and collaborates with the Executive Director and leadership team to shape organizational strategy and growth. The role includes managing daily operations, supporting program delivery, supervising staff, and ensuring smooth facility and financial processes.
Key responsibilities:
Operational Leadership & Administration
Oversee day-to-day administrative functions across both offices.
Streamline workflows, internal communication, and resource coordination.
Manage relationships with external vendors, facility services, and internal teams.
Financial & Budget Support
Assist in budget planning and monitor monthly expenses.
Establish and monitor program budgets in collaboration with the Executive Director and Finance Chair.
Work with Executive Director and Accountant to track expenses, process reimbursements, and assist with managing restricted funds.
Ensure timely financial record maintenance for impact reporting and transparency efforts.
Initially assist the Executive Director with grant writing and overseeing grant reporting with goal being to take full responsibility in year 2.
Program Coordination & Event Support
Support staff in overseeing logistics for key programs: Hope Chest, Adoption Grants, Made to Celebrate!, TBRI training, and Family Support Group events.
Plan and execute a Dwell-hosted Hope For The Journey Conference each year to promote Dwell's trauma model: Trust-Based Relational Intervention (TBRI)
Community & Church Engagement Management
Support the Executive Director in building and maintaining relationships with churches, businesses, and local sponsors (specifically in Union, Snyder, Northumberland, Columbia, and Montour counties).
Represent the organization at community events, coalitions, and collaborative initiatives.
Serve as a liaison between the organization’s programs and community partners to promote shared impact.
Staff Supervision & Team Development
Plan and execute weekly staff meetings.
Plan and execute quarterly staff team development opportunities.
Develop and implement a staff handbook, complete with policies and procedures.
Provide ongoing coaching, timely feedback, and performance evaluations for program staff.
Executive Support
Prepare materials, reports, and communications for strategic initiatives and board meetings.
Serve as Executive Director’s liaison with staff, volunteers, and external stakeholders.
Troubleshoot operational challenges and provide practical solutions grounded in Dwell’s mission.
Support board engagement through presentations, reports, and participation in committees as requested.
Qualifications
Bachelor’s degree preferred (e.g. Business Administration, Nonprofit Management, or related).
At least 3 years of experience in operations, administrative leadership, or nonprofit management.
Excellent organizational, communication, and problem-solving skills.
Experience with the Child Welfare System.
Experience overseeing and leading staff.
Strong values alignment with Dwell’s mission and core values.
Proficiency in technology tools (e-mail, spreadsheets, shared calendars, document management).
